Dear Mark,
Thank you for your message. Dad will be thrilled to hear you have asked about him. He is doing as well as can be expected. He has fully recovered from his heart surgery and is now battling some other health issues (eyesight and advanced arthritis).
This May marked his 13th year in prison but he continues to persevere in his legal efforts. A petition with the Office of the Pardon Attorney was declined after five years of the matter pending with them. This was obviously quite a blow to his morale, but also fueled his efforts in representing himself.
We continue to give him our support and assistance as best we can. My best wishes to you and your father. I am so very grateful to FedCure and to you.

CURRENT STATUS:
On January 23, 2003, Eduardo Mantilla was transferred via medical-vac
flight from FCI Coleman, FL, to the Mayo Clinic Medical Facilities
available at FCI Rochester, Minnesota.
ACTION(S) FedCURE INITIALLY REQUESTED:
1.
Eduardo
is immediately provided with all testing, treatment, medication,
and any other medical recommendations made by medical specialists.
Eduardo is currently under the care of specialists
at the Mayo Clinic in Rochester, Minnesota.
2.
Federal
Bureau of Prison officials investigate and correct the violations
of their own policies and procedures set forth in the Program Statements
that ensure prompt, consistent, competent medical care for all inmates.
We are not aware of any initiative to address
the violations of the BOP Program Statements by their medical personnel.
3.
Federal
Bureau of Prisons is reminded of the need to provide medical treatment
in a prompt, professional and non-discriminatory manner to inmates
regardless of the reason for or duration of their incarceration.

4.
There
is an investigation into the conduct of all FCI Coleman medical
staff that has been involved in the refusal of appropriate medical
treatment to Eduardo in contravention of community standards for
medical care, international human rights conventions, and the Bureau's
own policies. The BOP has not publicly
stated whether or not they would conduct an investigation into the
practices of the FCI Coleman medical staff, and;
5.
Regional
Office of the Bureau of Prisons in Atlanta, Georgia, take immediate
responsibility for assuring that Eduardo receive the same standard
of care in FCI Coleman that he would receive if he were an unincarcerated
member of the Coleman, FL community. Eduardo
Mantilla was transferred to the Mayo Clinic in Rochester, Minnesota
on January 23, 2003.
RESPONSE FROM, FEDERAL CORRECTIONAL COMPLEX, COLEMAN, FLORIDA
Federal CURE Inc. received a letter of appreciation from CARLYLE
I. HOLDER, WARDEN of FCC, Coleman dated January 21, 2003. The following is an excerpt from that letter:
“Dear Executive Director,
I received your e-mail dated January 15, 2003. Your letter to Dr.
Kathleen Hawk Sawyer, Director, Federal Bureau of Prisons, dated
January 15, 2003, has been forwarded to my office for response.
I appreciate your interest in Eduardo Mantilla, Register # 14869-050,
who is incarcerated at the Federal Correctional Complex (Medium
Security), Coleman, Florida.
The medical information in your letter has been verified by our medical
staff. Based on Mr. Mantilla’s medical history and current medical
diagnosis his case was referred to our Medical Director in Washington,
D.C. for review and consideration for assignment to a Federal Medical
Center for required medical treatment. The decision has been made
to transfer inmate Mantilla to the Federal Medical Center, Rochester,
Minnesota.”
