S.1231, as amended by (ALB11493), 21 July 2011, [Struck out] `SEC. 2907.
AUTHORIZATION OF APPROPRIATIONS. Subsequently, Congress passed H.R.
2112 - Public Law No: 112-55, The 'Consolidated and Further Continuing
Appropriations Act of 2012' (continuing appropriations through 12/16/2011).
Wherein, $63 million dollars is given to DOJ for Second Chance Act. The
President's Budget for FY 2013, at page 793, states that "$58 million in offsets
are included for: a proposed legislative initiative that would allow additional
Good Conduct Time for inmates; expanding the compassionate release program;
information technology savings; and realignment of administrative
operations."
S.1231, as amended by (ALB11493), 21 July 2011, provides, in part, as
follows:
1) Increased good time "at the rate of 54 days per year of sentence
imposed;" and
2) to earn credit towards a sentence up to 60 days a year for an inmate who
successfully participates in a program that has been demonstrated to reduce
recidivism; and
3) additionally, SEC. 4. FEDERAL REENTRY IMPROVEMENTS, amending SCA,
Section 231(g), Elderly Release provisions, broadening the scope of inmates who
qualify by reducing the age limit from 65 to 60, or 75% of (the greater) of
'imprisonment to which the offender was sentenced.'
Committee approval is only the first step in the legislative process. The
Second Chance Reauthorization Act now moves to the full Senate for
consideration. You and your contacts and their contacts must rally
if you want the bill to pass.
While Sen. Grassley opposes good time, FedCURE is strongly urging Sen.
Portman's office and Sen. Judiciary Committee members that S.1231 be amended to
read "at the rate of 128 days per year of sentence imposed;" and that SEC. 4.,
amending SCA, Section 231(g), to read that, an "Eligible elderly offender.-- who
is not less than 60 years of age and has served the lesser of 10 years or 75
percent of the sentence imposed, excluding a sentence of 99 years or
more." You can do the same.

follows: by striking the number "54" in the first sentence as it appears and
inserting in lieu thereof the number "128"; and in the same sentence, by
striking "prisoner's term of imprisonment" and inserting in lieu thereof
"sentence imposed." This amendment is retroactive. [END]."
Note: The Barber Amendment has not been introduced. FedCURE is seeking
bipartisan support for the bill in the 112th Congress. With your help, we
can make it happen.

to be introduced and passed.
III. FedCURE c2a ~ OPPOSE ~ H.R.
313 and S.1672, the `Drug Trafficking Safe Harbor Elimination Act of 2011'

bills that must be defeated. For over 40 years 'The War on Drugs' has had
cancerous effects on the Constitutional rights of every American citizen. In an
act of gutlessness, the House let the measure "pass" without even a voice vote.
We must defeat this bill in the Senate.
H.R. 313 and S.1672 exacerbates the current law of conspiracy (21 USC 846)
by criminalizing arrangements made in the United States for drug transactions
that take place completely outside this country, some of which may not even be
illegal in the countries where they occur. The maximum penalties under these
bills is life without parole.
You and your folks have to e-mail, call, fax and write Congress urging them
to take action on items I, II & III, above.

Be advised that FedCURE and its partners continue working to consolidate
our Second Look agenda into one bill, which would be known as the 'Sentencing
Reform Act of 2012,' that would:
-Establish a hybrid system of federal parole and increased good time
allowances.
-Provided enhanced reentry opportunities - FedCURE's White House
Faith-Based Neighborhood Partnerships Reentry Program.
-Repeal mandatory
minimum sentencing.
-Establish a 1 to 1 sentencing ratio for crack and
powder cocaine.
-Streamline and increase the use of Title 18 USC 3582 --
Reduction In Sentence.
-Restore PELL grants.
-Promote a system that
incarcerates fewer people and provides humane conditions for those who are
incarcerated or under post-incarceration supervision via parole or supervised
release.
Ps. There is a rumor going around about a "One Shot Parole bill." Please be
advised that there is no such bill in Congress.
